Town of North Haven Transit-Oriented Development Program Grant

The Town of North Haven asked CERC to prepare a grant application for the 2017 round of funding for the OPM Responsible Growth and Transit-Oriented Development Program Grant. North Haven was expecting the construction of train station along the New Haven-Hartford-Springfield line within a few months, and town officials knew this grant money would allow them to capitalize on this state investment.

CERC staff sat down with North Haven’s First Selectman and Chairman of the Economic Development Commission to discuss potential TOD projects for the area around the station. The group reached the consensus that the most impactful project would be constructing sidewalks that would connect the station, commuter parking lots, and nearby businesses. CERC staff then began the process of drafting the grant application, highlighting the importance of pedestrian connections in order for the state’s initial investment in the construction of the train station to be successful. CERC, the Town, and the South Central Regional Council of Governments coordinated efforts in order to obtain the proper documentation and signatures for the application.

While the Town is still waiting to hear from the State whether the grant application was successful, this funding would lay important groundwork for further transit-oriented development around the train station. Without the proper pedestrian connections, North Haven’s ability to grow a commercial hub marketed to commuters and others utilizing the station would be hindered. The work that CERC engaged in for North Haven played an important role in growing a commuter-friendly culture and increasing the likelihood of robust transit-oriented development around the train station.

“The Town of North Haven is very appreciative of the work that CERC has done to prepare our TOD grant application. Even with a quick turnaround, the quality of the work and the thought process behind it are incredibly strong. We are looking forward to engaging in additional TOD as a result of this funding.”
